Main objectives of the
Partnership/Initiative The overall goal of this initiative is “to catalyse action
and strengthen partnerships at all levels to enable the Pacific
Island’s region understand and respond to climate change, climate
variability and sea level rise”. The primary objectives for this
initiative are:

Effective coordination of adaptation initiatives in support
of sustainable development

Support for enabling activities in accordance with the
UNFCCC
-
Mainstreaming climate change and adaptation into national
and regional planning
-
Mobilisation of resources for national level adaptation
measures
Expected
results to be determined by countries on the basis of National
Communications for UNFCCC, national climate change planning
documents, studies related to adaptation, and relevant national
policies and planning guidelines and the national assessments and
stakeholder consultations undertaken for WSSD.The Pacific Island
Adaptation Initiative is intended to implement the Pacific Island
Framework for Action on Climate Change, Climate Variability and Sea
Level Rise (2000) in the area of response measures. This
Multistakeholder Framework outlines urgent action required within
the Pacific region to enable PICs to understand and respond to
climate change, climate variability and sea level rise.

2003 - 2015 Commence the implementation
of priority activities, monitoring, reporting (these activities to
be ongoing) including the review of partnerships
Coordination and
Implementation Mechanism National level coordination and
implementation to be determined through consultation. Regional level
coordination through the Climate Change Roundtable with
implementation, where appropriate, by the relevant organisations
e.g. SPREP, SOPAC, SPC and USP.
Arrangements for Funding Baseline of
investment at national and regional levels includes: Asian
Development Bank, Australia, Canada, Denmark, Japan, New Zealand,
UNDP, UNEP, World Bank. This initiative seeks to extend and
complement these existing arrangements and also attract other
interested donors and parties. Option for a Regional Adaptation
Facility to deliver resources at the national level is currently
being considered.
Arrangements for Capacity Building and
Technology Transfer
Specific capacity building and technology transfer requirements
will be determined by national assessments and stakeholder
consultations for WSSD. Capacity building arrangements will utilize
and strengthen existing capacity developed through GEF funded
enabling activities as appropriate. Within the boarder context of
capacity building there is also the need to accelerate technology
transfer. Depending on resource mobilization this can be either
through full scale or demonstration projects to address adaptation
needs or where appropriate through workshops, the technical exchange
of personnel or production and circulation of technical
publications.
Links of
Partnership/Initiative with on-going sustainable development
activities at the international and/or regional level (if
any) The activities under this initiative will be
established and integrated into ongoing programs and projects both
nationally and regionally where appropriate. Where the opportunity
avails itself at the international level the program initiatives
will be linked to form partnerships so as to enhance the overall
impact of the program.
Monitoring
Arrangements Monitoring and reporting on the initiative
at the national level is expected through the Climate Change Country
Teams. It is anticipated that there will also be reports to the
Climate Change Roundtable, CROP Head Meetings and the annual
meetings of relevant organisations.
Other
information Pacific countries have agreed that any
initiative of this kind must be programmatic in nature. Ministers
meeting in Nadi, 2001, urged SPREP, in collaboration with relevant
organisations, to support the development of the Pacific islands
region programmatic approach and to coordinate efforts to obtain
assistance from the GEF and the international community for that
purpose. Ministers also called on countries … to ensure that the
Summit becomes a platform for strengthening the political will to
reduce greenhouse gas emissions and for mobilising … resources
…
