The ACP MEA Phase III Programme aims to build capacity support to ACP countries and fulfill their obligations as parties to MEAs to tackle the environmental issues they face. The purpose of Phase III is to enhance the mainstreaming and implementation of MEAs related to biodiversity and chemicals and waste, with a focus on mainstreaming of biodiversity in agriculture, the management of chemicals and waste (including hazardous pesticides), the reinforcement of compliance and enforcement measures and the strengthening of the implementation of Regional Seas Conventions in ACP countries.
The implementation of activities under ACP MEA Phase III for the Pacific ACP countries comprise of 2 components. The first component focuses on the effective implementation, monitoring and enforcement of, and compliance with MEAs related to biodiversity and chemicals and waste. This component is referred to as the SPREP Component. The second component focuses on the effective implementation of the regional seas convention to address pollution and integrated coastal zone management. This is referred to as the Noumea Component. The unique feature of this Phase III is that it engages the 3 Programmes: IOE, WMPC and EMG.
The ACP MEA Phase III is a joint partnership between the European Union (EU), the Organization of the African, Caribbean and Pacific States (ACP), United Nations Environment Programme (UNEP) and the Food and Agriculture Organization (FAO) of the United Nations.
