Welcome to SPREP’s inaugural Circularity, Innovation, Recovery, Culture, Learning, and Environment (CIRCLE) EXPO 2025. Proudly hosted by the SPREP Waste Management & Pollution Control Programme with support from PacWastePlus, Pacific Ocean Litter Project, SWAP, and the ACP MEA project.
The 2025 CIRCLE EXPO will launch a biennial event held alternately with the Clean Pacific Roundtable (CPRT), ensuring there is an annual opportunity for countries, industry, civil society, and tertiary institutions; to come together, discuss and explore issues of waste and pollution management in the Pacific.
The intent of CIRCLE EXPO is for stakeholders to showcase their actions and successes to build capacity throughout the region, and drive innovation and shared action to address waste management and pollution control.
This inaugural CIRCLE EXPO primary supporter is the European Union – Pacific Waste Management Programme (PacWastePlus), proudly implemented by the Secretariat of the Pacific Regional Environment Programme, with support from GEF ISLANDS, The Pacific Ocean Litter Project (POLP), ACP MEA, Committing to Sustainable Actions in the Pacific (SWAP), and JPRISM III.
CIRCLE EXPO will:
- Present PacWastePlus, POLP, SWAP, and ISLANDS Project highlights and learnings;
- Showcase individual country activities and outcomes;
- Host forums on Waste-to-Energy, Emerging Issues, and the first regional Women-on-Waste (WOW) forum;
- Provide an opportunity to learn from each country on the project actions;
- Explore new funding opportunities; and
- Engage with peers, SPREP staff, the European Union’s Delegation to the Pacific, representatives from private industry, civil society, and tertiary institutions involved in waste management and pollution control.
Convened over five days in Apia, Samoa, CIRCLE EXPO will deliver an exciting multidisciplinary event addressing issues or recyclable materials, organic materials, asbestos management, healthcare waste management, e-waste management, used oil management, bulky waste, and Disaster Waste. Additionally dedicated Forums will be held on issues of Waste-to-Energy, Emerging Hazardous Waste issues, and the first Regional Women of Waste Forum. CIRCLE EXPO will practitioners from governments from the 14 Pacific Islands, 7 Pacific Territories, and Timor-Leste, join with partners from industry, civil society, and regional tertiary institutions to showcase activity in the waste sector over the last 6 years.
Participation at CIRCLE EXPO is open to all, and a small fee will be charged to cover costs related to hosting the EXPO, noting that PacWastePlus will provide funding support for two participants from each participating member country. Possible support from other WMPC Projects will be communicated directly to project focal points if available.
CIRCLE will be cemented into the Regional Waste Event Calendar, occurring every two years from 2025, providing a valuable opportunity for waste practitioners to learn from each other regularly, and enabling the biennial CleanPlacific Roundtable to focus on strategic issues (on an alternate biennial schedule).
Attendees will advance their knowledge of current and emerging issues facing waste management in the Pacific and hear from keynote and technical speakers who will provide expert insights into the potential for improving management.

Staff and managers from all level of government and their partner organisations, businesses, universities, research institutions, community networks, NGOs, State & Federal agencies, and professional organisations involved in waste and resource management.
CIRCLE EXPO venue:
The Conference will be held at the Taumeasina Island Resort, Apia, Samoa. Taumeasina is a short drive from the heart of Apia, and located only a short walk from the famous Palolo Deep Trench. Apia is home to key cultural and entertainment venues (theatres, art galleries, museums, and restaurants).

*SPREP members participating in Waste Management & Pollution Control Projects should contact your Project Manager as subsidised attendance may be available from the various projects.

CIRCLE EXPO Format:
CIRCLE will showcase nationally significant work being undertaken in the Pacific. CIRCLE will feature:
- high profile keynote speakers,
- a comprehensive range of technical sessions led by experts and practitioners
- Interactive Forums on issues of waste-to-energy, emerging hazardous waste issues, and the first regional forum for Women of Waste.
- A day dedicated to consultation and active engagement to shape the Regional Waste Management & Pollution Strategy (Cleaner Pacific 2035).
- The World Premier of “Voices of the Pacific” documentary showcasing the very real impact of plastic pollution on the lives and environment of Pacific Peoples.
- An EXPO booth Centre providing opportunities for countries and partners to showcase their actions and engage with peers to share knowledge and gain ideas for local implementation.
