To support Pacific Small Island Developing States (PSIDS) to attend and have a strong presence and voice to drive ambitious climate action at COP28, COP29 and COP30.
To enable PSIDS to engage a global audience with the Pacific's experiences, worldview and knowledge in the face of the impacts of climate change at COP28.

Objective

* PSIDS have impactful presence and visibility at COP28, COP29 and COP30.
* PSIDS negotiators' efficacy is support through access to a dedicated working space, the Pacific Delegation Office, and technical exchange with New Zealand counterparts.
* The Moana Blue Pacific Pavilion provides a platform for discussion, debate and knowledge transfer on issues important to the Pacific and advocacy for ambitious climate action.
* A global audience is engaged through Pacific artworks and storytelling, promoting solidarity with the Pacific's experience of climate change, highlighting the importance of the 1.5 degree threshold, stimulating new conversations and increasing ambition at COP28.
* Pacific delegates feel represented and recognised for their climate leadership internationally.

SPREP is responsible for and will implement the Activity for COP28, COP29 and COP30 as set out below:
* Design and build the Pacific Pavilion.
* Project management and design for the planning and delivery of the Pavilion and an office space (Pacific Delegation Office) for Pacific negotiators.
* Coordination of a technical dialogue of priorities by New Zealand, as determined by PSIDS prior to COP.
* Conveying to New Zealand any requests for technical assistance from the PSIDS if these arise.
* Engaging a global audience to amplify the Pacific voice through storytelling and artwork (COP28 only).
