21 August 2024, Apia Samoa - The Pacific region has taken a significant step forward in its climate action efforts, with the successful conclusion of the Nationally Determined Contributions (NDCs) 3.0 Regional Forum & Regional Workshop on Article 6 and Carbon Pricing.
Held at the Pacific Climate Change Centre (PCCC) hosted at the Secretariat of the Pacific Regional Environment Programme (SPREP) from 12-16 August 2024, in Apia, Samoa, the event brought together technical experts, government officials, and key stakeholders from across the Pacific to strengthen their commitment to tackling climate change and to enhance their readiness and bolster support for the next generation of NDCs. The event also aimed to increase the understanding of the Pacific countries on carbon pricing instruments and Article 6 tools and mechanism under the Paris Agreement.
Organised by the UNFCCC secretariat, including its Regional Collaboration Centre for Asia and the Pacific (RCC Asia Pacific), SPREP, the NDC Partnership, and supported by the UN Development Programme, UN Environment Programme and the Regional Pacific NDC Hub, the workshop provided a crucial platform for the Pacific nations to align their climate action with the objectives of the Paris Agreement.
Participants gained valuable insights and clear guidance on developing and submitting their new NDCs in 2025. The workshop focused on identifying support needs, addressing gaps, and empowering Pacific stakeholders by sharing best practices. By equipping participants with the tools and knowledge necessary to navigate the Enhanced Transparency Framework and prepare Biennial Transparency Reports (BTRs), the event significantly advanced the region’s climate action capacity.
Dedicated sessions on emissions trading and carbon markets helped increase the readiness of key stakeholders from the Pacific region to participate in international carbon markets and the Paris Agreement Crediting Mechanism under Article 6. This readiness is expected to prepare countries to attract potential foreign investment into renewable energy, reforestation, and other green projects, offering significant revenue opportunities for Pacific island nations while supporting local economies and funding sustainable development projects.
The workshop played a vital role in strengthening regional collaboration. It fostered peer exchange and networking among participants, enhancing regional support for Pacific Island Countries from the UNFCCC secretariat and other partners. This collaboration is crucial for addressing the unique climate challenges faced by the Pacific region, ensuring that the region remains at the forefront of global efforts to combat climate change.
Reflecting on the success of the workshop, Mr Sefanaia Nawadra, Director General of SPREP, said, “This workshop marks a significant milestone in our journey towards achieving the ambitious climate goals set out in the Paris Agreement. The Pacific region is demonstrating remarkable leadership in climate action, and the knowledge and collaboration gained here will be instrumental in shaping the next generation of NDCs.”
Adding to this sentiment, Perumal Arumugam, Manager, UNFCCC secretariat, remarked, “The discussions and training held this week have equipped Pacific nations with the tools and expertise needed to harness the potential of carbon markets and Article 6, envisioning the ambition for the next round of NDCs and in ensuring timely preparation of the BTRs. This is a crucial step in securing sustainable development for our islands while ensuring that no one is left behind in the fight against climate change.”
One of the participants, Mr Ben Wakefield, Deputy Director, National Energy Office, from the Republic of the Marshall Islands, shared their experience, stating, “The knowledge and skills I’ve gained from this workshop are invaluable. I now feel more confident in navigating the complexities of international climate frameworks, and I’m eager to apply what I’ve learned to help my country meet its climate goals.”
The event also provided an opportunity for a convening of the NDC Hub Focal Points in the region, updating them on the progress of Phase 3 NDC implementation and providing clarity on the commitments for Phase 4. The workshop’s success underlines the importance of regionally-specific, locally-driven initiatives and the need for continued collaboration and support to accelerate climate action in the Pacific.
As the Pacific nations continue to face the existential threat of climate change, the outcomes of this workshop will serve as a catalyst for more ambitious, inclusive, and just climate action, ensuring that the Pacific remains a leading force in championing climate ambition to ensure preserving our planet for future generations.
