It pioneered technical cooperation among developing countries and operates on the principle of mutual assistance. Among it's activities the CFTC focuses on the 32 Commonwealth Countries which are classified as small states, transferring skills to them and providing them with expertise mainly from other developing countries. Outlined here are its keywork programmes such as Capacity building with a case study of Samoa, and a reform of the public sector with a case study of India.
