The issue of vulnerability has received growing international recognition as a major disadvantage facing sustainable development of small island developing states arising from an interplay of such factors as remoteness, geographical disperson, vulnerability to natural disasters, high degree of economic openness, and small internal markets and limited natural resource endowment.
