During the 1980's, scientist evidence about the possiblity of global climate changed led to growing public concern. By 1990, a series of international conferences had issued urgent calls for a global treaty to address the problem. The UNEP and WMO responded by establishing an intergovernmental working group to prepare for treaty negotiations. Rapid progress was made, in part because of work by the Intergovernmental Panel on Climate Change ( IPCC) and by meetings such as the 1990 Second World Climate Conference.
